* Augment grammar to support ratio syntax
* Reverted previous commit and fixed/simplified the decimal parsing logic
- The decimal values are indeed parsed by reconstructing from three tokens, which can be two number tokens and either a slash or a dot, e.g. `1.23` or `1/3`.
* Compilation fix
- For range and index-related issues I will let it to Poker

Added a script for creating translation files in the new language folder and a guide for translating strings inside files.
* Rename translate .ps1 to translation.ps1

* fix relative paths
